The letter congratulates Miss Carlisle on her position as Conference Chairman. Signed in blue ink by Governor Rockefeller (prior to him becoming Vice President of the United States) on New York Executive Chamber Governor letterhead. Simply signed "Nelson" showing the close relationship between the two.
