This is an early vintage campaign stamp from the 1908 Presidential bid of democrat William Jennings Bryan. Since it wasn't issued by the U.S. Government it was not good for postage, but one of the earliest examples of postage stamps used for political advertising purposes. Bryan lost to William Taft in the general election.

In 1908 it was unusual for postage stamps to be used for campaign purposes.
