This cover adapts Aesop’s fable to mock Confederate President Jefferson Davis and Southern hopes of taking Washington, D.C. The phrase “The Chances Are Scaly” adds a punning layer, possibly alluding to the sly or “scaly” nature attributed to the figure, while reinforcing the improbability of success.
