1941 Franklin D. Roosevelt Signed Document Appointing 5 War Time Individuals at $1.00 Per Year. During WWII mobilization, President Roosevelt used wartime authority to enlist private-sector “dollar-a-year” experts—legally appointing them as federal employees at $1 per annum. Congress enabled this in 1940 to permit departments, with the President’s approval, to employ “persons of outstanding experience and ability” for defense work. FDR later reinforced the exemption in civil-service rules. The appropriation act was signed into law on April 5, 1941 meaning this group of five were likely one of the first to be so appointed since this document was issued 5 weeks later.
