The famous declaration is associated with John A. Dix, who, while serving as Secretary of the Treasury in early 1861, sent instructions concerning revenue cutters in Southern waters that concluded: If any one attempts to haul down the American flag, shoot him on the spot.”

Although the message containing the order was reportedly intercepted and the instruction never reached its intended recipient, the phrase quickly became one of the North's most celebrated slogans as the secession crisis moved toward Civil War. It appeared on broadsides, envelopes and other patriotic material, symbolizing an increasingly uncompromising determination to defend the American flag and preserve the Union.
