General Winfield Scott served as commanding general of the United States Army at the outbreak of the Civil War and developed the famous “Anaconda Plan,” an early Union strategy designed to defeat the Confederacy through blockade and control of key waterways. Although elderly and nearing retirement during the war, Scott remained an important symbolic figure representing loyalty to the Union and continuity of federal authority.
