Historical Notes
Vice Admiral Bayne served as an aide to the commander in chief of the Atlantic Fleet, executive assistant to the secretary of the Navy, commander of U.S. Middle East forces from 1969 to 1972, commandant of the National War College in 1972 and first president of the National Defense University in 1976. While he worked for the Navy secretary in 1958, he was the sole planning officer for a project that sent the nuclear submarine Nautilus beneath the polar ice cap.
