Garfield served as the 20th President of the United States . He was assassinated at the hands of Charles J. Guiteau . He was a proponent of a strong Navy and had planned to enhance the United States' military strength abroad, and asked Navy Secretary Hunt to investigate the condition of the navy with an eye toward expansion and modernization. Just fifteen years after the Civil War the state of the U.S. Navy had significantly declined and many of the ships were in disrepair. The plans came to an abrupt halt upon his assassination.

Garfield documents signed as President are amongst the rarest presidential autographs and are a key item in any Presidential autograph collection.
