1863 Abraham Lincoln & New Granada Document

In January 14, 1863 Abraham Lincoln issued this two page Message from the President of the United States to Congress in reply to Congress's request as to why the credentials of the Minister to New Granada had not been presented. Lincoln explains his position, relative to a prior treaty and instability in the country. New Granada was comprised of parts o the present-day nations of Columbia, Panama and Brazil. In recent years historians have suggested that at one time President Lincoln had considered departing negro slaves to new colonies, such as New Granada.
