"An act to amend the workmen's compensation and disability benefits laws" Includes the State of New York gold seal and on the letterhead of the State of New York Executive Chamber. The pen is printed with Nelson A. Rockefeller on the barrel. Nicely mounted and framed, however the frame does have scuff marks and edge wear. You can re frame or leave it as is like we did, which adds authenticity to the item. With signature of Governor Rockefeller and the Secretary to the Governor at the bottom.
