Signed letter from the office of J.P. Monroe, Rear Admiral, U.S. Navy on Commander Pacific Missile Range, Point Mugu, California to O.P. Gates, President Navy League Council regarding the Armed Forces Day program, May 21, 1960. At this time in history, the U.S. advisory were providing the Government of South Vietnam with training that had proven to be ineffective against the guerrila forces.
Historical Notes
In April of 1960 increasing evidence was coming to light that the Viet Cong had infiltrated many South Vietnamese government agencies including the army.
