1934 Secretary of the U.S. Senate Artifacts from Override of 1st FDR Veto

Very interesting historical display that includes the pen used by Edwin A. Halsey Secretary of the U.S. Senate to confirm the Senate's override of a bill that had been veto by President Franklin D. Roosevelt. Along with the pen is a letter of provenance written Halsey and addressed to William Collins, Superintendent Senate Press Gallery, presenting the pen to Collins. 

"With this pen I have signed the Indepedent Offices Appropriation Bill which was passed over the President's veto. I hand it to you herewith with great pleasure.."

This was the first time that a veto of President Franklin Roosevelt was overriden by the the Senate. 

This was considered to be a signficant override of FDR's veto, since it was the first time that the House and Senate voted to override a veto by President Roosevelt and it was a bipartisan vote that carried by a wide marigin. The Veto override passed by the House: 310 yeas to 12 nayes and Senate: 63 yeas to 27 nays". 

The Independent Offices Appropriation Bill, carried amendments providing restoration of Federal pay cuts, appropriations for the Executive Office and sundry independent executive bureaus, boards, commissions and offices for the next fiscal year. 

The display with wooden frame, includes a photo of Halsey, a letter on Halsey's Secretary of the United States Senate letterhead, and the actual fountain style pen under a separate glass at the bottom of the framed display.

Historical Notes

Halsey's election as secretary on March 9, 1933, coincided with the start of the New Deal's so-called Hundred Days, a frantic burst of legislative activity that lasted until mid-June.
