1972 Gerald Ford Public Service Award U.S. Senator?

Interesting mystery item. Gerald Ford "Public Service Award / Toward Better Government". On the obverse is a view of the Cpitol, on the reverse is inscribed "For service to the people of the UnitedStates in guiding the Nation's fiscal policy awarded to Gerald Ford U.S. Senator December 1, 1972. Large heavy bronze medal attached to a 48" blue and gold border ribbon to be place around the neck like the type seen a graduations.

What is odd is that while the medal says "Senator", Ford was never Senator but was a member of the House of Representatives from MIchigan's 5th District from January 1949 to December 1973. In the 1950's Ford did decline offers to run for the Senate

This was a costly item to produce. Was it a costly error that was later corrected? Was it an inside suggestion that Ford should run for Senator in the next election? We have no idea, but it is a very interesting piece nonetheless.

Gerald Ford was born Leslie Lynch King, Jr., on July 14, 1913 in Omaha Nebraska.
