Interesting item. It appears to us to be a 1960 John F Kennedy campaign button with a simple rosette attached. What we don't know is if this was meant as the button was originally intended - a campaign button - or it the rosette was added later as a memorial item. Adding to the uncertainty is that the attachment is a very dark (almost black) material. You would have expected that if it was a memorial item it would have been black. Either way it is a nice item and not one you often see. Original.
