From the collection we recently acquired of a former Pennsylvania member of the U.S. House of representatives, to whom this invitation is addressed. 

Historical Notes

Commissioners from the United States and met in Paris on October 1, 1898 to produce a treaty that would bring an end to the war after six months of hostilities.
