The story behind this remarkable museum quality item: At the event, the Public Relations Officer, a Navy Commander who commissioned the artist's services, spoke with the Secret Service and had the artist placed in a “must greet line”, a greeting status that was even more certain than being in the VIP section.

The artist signed the document and intended to present it to President Clinton as a keepsake of the event. When President Clinton was introduced to him, and was told that he was the graphic artist who created the event logo and the poster, they shook hands, spoke briefly and a Secret Service agent took the poster. After that exchange, he shook hands with Hillary Clinton and Chelsea Clinton. Then, President Clinton and his entourage proceeded toward a nearby building. Before he had a chance to leave, a Secret Service agent turned and hailed him and said that President Clinton was going to sign the poster for me and wanted me to wait. President Clinton and a few Secret Service agents approached him and President Clinton handed the poster back to the artist - but this time signed by the President.
