Grover Cleveland, running for reelection in 1888, campaigned as a defender of honesty and fiscal responsibility, focusing heavily on tariff reform to lower consumer costs. Republican challenger Benjamin Harrison and the GOP painted Cleveland’s policies as harmful to American industry. Although Cleveland won the popular vote, he lost the Electoral College, making him the first incumbent president defeated in that way.
